The Cultural Relations Division is responsible for strengthening scientific and cultural cooperation between the university and academic and scientific institutions at the local, regional, and international levels. This is achieved through organizing and managing cooperation agreements and memoranda of understanding, coordinating academic and student exchange programs, and overseeing participation in conferences, seminars, and workshops. In addition, the division follows up on scholarships, fellowships, and academic missions, and receives visiting academic delegations. The division also contributes to supporting the university’s openness to the global academic community and enhancing its academic standing.
The Division is concerned with several key tasks, the most important of which include:
- Following up on the implementation of memoranda of understanding concluded between the University of Fallujah and Arab and foreign universities, and completing all requirements for concluding these memoranda in accordance with applicable instructions.
- Following up on the periodic activities of international unions and organizations with which the university cooperates, implementing their action plans, participating in their activities, and exchanging scientific and technical expertise and skills.
- Following up on the implementation of directives to involve university staff in training courses across various scientific disciplines.
- Receiving official letters announcing secondments after they are reviewed by the President of the University, issuing directives for nomination, and completing the related procedures.
- Receiving official correspondence from the Ministry of Higher Education and Scientific Research or other ministries after review by the President of the University and issuing directives for implementation, particularly those related to participation in conferences, seminars, or training courses. These are circulated to colleges and technical institutes with relevant specializations according to the conference, seminar, or training course themes and the issued directives. Subsequently, nominations are received, consolidated, and submitted to the President of the University for the selection of nominees and approval of their participation, after which the official procedures are completed and implemented in accordance with the directives of the President of the University, the Scientific Assistant, or the Head of the Department.
- Implementing the directives of the President of the University or the Scientific Assistant regarding nominating staff to participate in workshops, attend meetings, scientific exhibitions, and forums, in accordance with the instructions applicable to each case, and issuing official university orders for official missions.
- Following up on requests submitted by faculty members holding the academic ranks of Professor, Assistant Professor, or Lecturer who wish to conduct their scientific research outside Iraq (scientific sabbatical requests), in cooperation with reputable universities and scientific institutions and specialized professors. This includes reviewing applicants’ files in accordance with the instructions and regulations issued by the Ministry of Higher Education and Scientific Research, submitting them to the President of the University for approval, presenting them to the University Council for discussion, and, after endorsement, submitting them to the Ministry for ratification. The applicants’ files are then sent to the Ministry’s Department of Research and Development for review and approval, followed by the completion of the required procedures.
- Receiving ministerial orders related to sending faculty members abroad under the Faculty Development Program to reputable universities for training, familiarization with their colleges, institutes, teaching systems, and modern educational methods, and for conducting discussions on draft memoranda of understanding. This includes completing the official procedures for their participation and issuing the relevant university orders.
- Receiving invitations addressed to faculty members and their requests to work as visiting professors at Arab and foreign universities for one academic semester or more, submitting them to the President of the University for approval, and completing the related procedures.
- Sending invitations to specialized professors from Arab or foreign universities to visit the university or one of its colleges or institutes for the purpose of delivering scientific lectures, conducting scientific visits, or teaching for one academic semester, and completing the necessary procedures and obtaining the required official approvals.
- Following up on the implementation of scientific and cultural activities, which include:
a. Following up on correspondence with Arab or foreign entities upon the direction of the President of the University.
b. Following up on granting academic and professional curricula vitae for staff members (including those who have resigned with official approval, retirees, or those requested by participating entities in specific activities), after review and approval by the President of the University.
c. Preparing periodic statistical tables related to university staff members sent abroad for various scientific and cultural activities.
d. Submitting a monthly periodic report to the Ministry of Higher Education and Scientific Research / Department of Scholarships and Cultural Relations on university staff sent abroad.
e. Preparing detailed periodic reports on all activities carried out at the university through the Department of Scholarships and Cultural Relations.
Recent Activities:
Obtaining approvals from the University of Baghdad, the Iraqi University, the University of Nineveh, and the University of Samarra to conclude joint scientific cooperation memoranda. The remaining steps include scheduling dates for the final signing and completing the final draft of the joint cooperation agreement with the Industrial Development Directorate, pending the determination of a signing date by the Scientific Assistant.
Participation in the Capacity Building in Higher Education (CBHE) workshop under the European Union’s Erasmus+ grant, organized by the Ministry of Higher Education and Scientific Research at the University of Baghdad. The participation was in coordination with the Head of the European Projects Unit, Assist. Prof. Adeeb Ubaid Hassoon.
In addition, participation as a member of the committee responsible for receiving foreign conference guests during the Fourth Conference organized by the University of Fallujah.
