University of Fallujah President Inaugurates the College of Law’s First Scientific Symposium on Iraq’s Electoral System
Today, Tuesday, October 28, 2025, Prof. Dr. Ahmed Suleiman Hamad, President of the University of Fallujah, inaugurated the College of Law’s first scientific symposium of the 2025–2026 academic year, entitled “A Critical Review of the Electoral System in Iraq”. The event was held at Judge Diaa Sheet Khattab Hall and attended by Prof. Dr. Suleiman Barak Al-Jumaily, Assistant President of the University for Administrative Affairs, Prof. Dr. Raed Naji Ahmed, Dean of the College, along with faculty members and undergraduate and postgraduate students.
The symposium, chaired by Asst. Prof. Dr. Saud Ahmed Al-Mashhadani, featured three scholarly presentations. The first lecture, delivered by Dr. Ahmed Talal Abdul Hamid, focused on “The Iraqi Electoral Law in Light of the Constitution”. Prof. Dr. Mohammed Jiyad Zidan presented the second lecture on “The Effectiveness of Punitive Measures in Combating Electoral Corruption”, while Mr. Saad Abdul Aziz Al-Rawi concluded with a presentation on “Mechanisms for Allocating Electoral Seats under the Iraqi Electoral System”.
In his speech, the University President highlighted the pivotal role of universities and research centers in strengthening democratic practices and improving electoral legislation in line with modern requirements. He praised the College of Law for organizing the symposium, noting its valuable contribution to advancing legal research in Iraq.
On the sidelines of the symposium, Mr. Saad Abdul Aziz Al-Rawi, former member of the Independent High Electoral Commission, was honored with a certificate of appreciation in recognition of his dedication and significant contribution to the event.
The symposium is part of the Public Law Department’s activities and aims to examine the 2005 Constitution of the Republic of Iraq regarding political rights, including voting and candidacy, assess the effectiveness of punitive policies in limiting electoral corruption, and review the procedures for counting votes and distributing parliamentary seats under the electoral law.
